Meet Russell
Russell Stuart has proudly called Beverly Hills home for nearly two decades. A husband, father, local business owner, and public servant, he brings decades of experience in security, emergency management, and leadership to serve our community.
As an elected Beverly Hills Unified School District Governing Board Member, Russell helped restore momentum to our schools. During his tenure, leadership throughout the district was strengthened, test scores climbed, investments in athletics and the arts expanded, and pride across campuses returned. He believes strong schools build strong neighborhoods and a strong city.
Russell and his wife, a lifelong Beverly Hills resident and attorney, are raising their daughter here as a fourth-generation member of a family deeply rooted in this community. For Russell, public service is personal. His commitment to Beverly Hills is not political, it is generational. He is focused on protecting what makes this city exceptional while preparing responsibly for the challenges ahead.

Russell Stuart has built a record of real leadership and measurable results on the Beverly Hills Unified School District Board of Education, helping guide the district through a period of major progress, strong appointments and rising achievement.
During his time on the board, BHUSD approved Dr. Alex Cherniss as superintendent, named Loan Sriruksa the first female principal of Beverly Hills High School in 50 years and the first woman of color to hold the position, appointed Kim D’Aloisio as principal of El Rodeo Elementary School and Dr. Steven Suttle as principal of Horace Mann Elementary School, brought in filmmaker Kyle Newman to lead the Beverly Hills High School broadcast production program, approved a new athletic leadership team that included Steve Lawson, hired four-time CIF champion Jeff Bailey as head football coach and director of strength and conditioning, and saw Beverly Vista Middle School earn recognition as a 2026 California Distinguished School.
The academic results have also been strong. Beverly Hills High School was ranked No. 7 among California public high schools for outperforming expectations in University of California admissions, according to a San Francisco Chronicle analysis. Beverly Hills High’s Academic Decathlon team won first place in Division III at the California state competition, and four BHHS seniors were named National Merit Scholarship finalists.
Russell has also supported major advances in athletics and school pride. BHUSD signed an exclusive five-year agreement with Nike and BSN SPORTS beginning with the 2025-26 school year, a major move that strengthened the district’s athletic identity and long-term competitive direction.
On safety, Russell has backed meaningful improvements that protect students, staff and families. BHUSD’s Command Center now monitors more than 1,500 live camera feeds across district campuses and works closely with law enforcement to respond quickly to safety concerns. With a professional background in security and emergency management, Russell brings direct experience to one of the most important responsibilities in public service, keeping the community safe and prepared.

Service Before Self
COMMITMENT TO SERVICE
As a former Airman and Officer in the California State Guard stationed at Channel Islands Air National Guard Station, Russell served for nearly 10 years, rose to the rank of Captain, and earned a Master Badge in Emergency Management. His exemplary service was recognized with several awards, including the National Defense Service Medal, Global War on Terrorism Service Medal, California Commendation Medal, California Achievement Medal, California Good Conduct Medal, and the California State Service Ribbon. Russell was also awarded the prestigious California Medal of Merit for exceptionally meritorious service. In addition, he developed an innovative software platform that transformed the California Military Department’s order administration system.
Beyond his state military service, Russell has been actively involved in community safety, volunteering with the LA County Sheriff's Department as a Citizen on Patrol, with LAPD Hollywood Division in their Communications Department, and serving as a Los Angeles County Reserve Deputy Probation Officer as a Threat Liason Officer through the Joint Regional Intelligence Center (JRIC).
Russell is a graduate of TEAM BEVERLY HILLS and the Community Emergency Response Team program. These experiences underscore his dedication to serving and protecting our community, qualities he intends to bring to City Council.
